Norfolk also says that installation will use the Sourcewell cooperative purchasing program and describes this phase as the first step in a longer-term trail-lighting vision. The published account is useful because it identifies a specific owner, park, project phase, segment, funding context and procurement route. Why the phase boundary matters to an RFQ

Project implication: solar equipment should be reviewed as a complete site package
